Council Assignments and Liaison Committees

Representing the City is not just about what happens in Council Chambers. Your City Council is often deeply engaged in all the issues that impact your daily life by representing the City in local, regional, state, and national policy discussions.

Clackamas County Coordinating Committee (C4)

The Clackamas County Coordinating Committee (C4) meets to provide coordination and cooperation between jurisdictions within Clackamas County and to form unified positions on land use and transportation plans. Membership is comprised of elected officials from Clackamas County, cities, representatives from unincorporated communities and representatives from transit, sewer, water and safety districts.

Clackamas County Coordinating Committee (C4 Metro Cities Subcommittee)

A subgroup of the Clackamas County Coordinating Committee (C4) comprised of members who represent interests within Metro's Urban Growth Boundary. Members meet to reach consensus on issues discussed at the Joint Policy Advisory Committee on Transportation (JPACT) and the Metro Policy Advisory Committee (MPAC).

Metro Policy Advisory Committee (MPAC)

Established by the Metro Charter in 1992, MPAC advises the Metro Council on the amendment or adoption of the Regional Framework Plan.

Policy areas MPAC addresses include: regional transportation, management of the urban growth boundary, protection of lands outside the urban growth boundary for natural resources, future urban zoning, or other uses, planning responsibilities required by state law, other growth management and land use planning matters deemed by Metro Council to be of the region’s concern.

Clackamas County Housing Advisory Board (HAB)

Advises the Board of County Commissioners on a range of topics related to supporting affordable housing in Clackamas County. 

Clackamas County Public Health Advisory Council (PHAC)

The PHAC provides a sounding board and a community voice in the review and revision of public health programs, strategies and goals. The PHAC assures a needed link to community input for the implementation of the Community Health Improvement Plan and in assuring alignment with standards addressing community partnerships. The PHAC also convenes as an ethics committee for the Clackamas County Public Health Division.

Transportation System Plan Advisory Committee (TSPAC)

Like many cities, Milwaukie has an ongoing plan for improving how community members gets around - the Transportation System Plan (TSP). This plan is updated every five to ten years as the community changes. The TSP also helps fulfill the city's other plans and is required for many types of state and federal funding.

Milwaukie Redevelopment Commission Advisory Committee (MRCAC)

The Advisory Committee will assist and advise the Commission in decisions regarding the implementation of the Milwaukie Urban Renewal Plan. This committee will assist with budgeting for the Urban Renewal Area and developing a 5-year action plan.

Homeless Solutions Coalition of Clackamas County

The HSCCC brings people together to tackle issues that have a major impact on all members of our community, emphasizing prevention of homelessness, making it brief, and restoring dignity and meaning to the lives of our houseless neighbors.

McBrod Ave Stabilization Center Good Neighbor Agreement

Working in partnership with Clackamas County to develop a good neighbor agreement for the McBrod Ave facility which will provide stabilization services for residents in crisis and transition support as they reenter the community.

Sunrise Corridor Community Visioning Steering Committee

The Sunrise Corridor is a diverse place that includes many significant plants, animals and human stories. Focus of the visioning will include the opportunity for residents to remain and thrive in the community, sustaining a healthy environment and land-use designations that support a mix of housing sizes and types to meet the needs of different households and families, access to living-wage jobs and safe and reliable transportation options for all.
